No, it also gates RF to APRS-IS, you need to read the whole manual,
even if it's dated, it has a lot of stuff to offer (or not) ... Also,
you might want to recheck the list of available servers and the ports,
don't remember exactly where that is documented, but it's online 
somewhere.
