[nos-bbs] DUPES and staggered forwarding

Maiko, I am happy to compile your new code and try it out in a
low-stress environment, reporting anything that appears buggy. We have
two JNOS installs here that talk to each other and to ARY-style BBS's
and KPC3 PBBS's every day.

(I have one custom fix here that deals with how ".bbs" is appended to
some incoming messages, and would have to apply my custom code at the
same time, but that can be handled.)
