[nos-bbs] ax25 retries count doesn't work

[SP2L]

I concur with Bob.


JNOS-2.0k.1 running on Debian-8.7 32/bit
with ax25 retries set to 10

Observed that after 10 attempts it stops
for the period of time which I did not measured,
then starts again next 10 attempts, and so on...

On nearest opportunity will monitor for much
longer period to see whether it's continuant process.
