You're perfectly right.
Surely, more elegant way is by means of systemctl enable...

But I posted this because of something else...
The concept how to start  listen  utility
on the VT which _WAS NOT YET_  activated, Hi!
   (...even if you don't manually switch...)

You could do the same with, systemctl enable getty at tty9  as that makes the 
same soft link.
