[nos-bbs] NOS APRS docs and enabling SEND on APRS msg center

Years ago I put alot of effort into integrating APRS functionality
into the JNOS software. Believe it or not, you can do messaging from
your Web Browser and other things. I've not done much with the APRS
stuff over the years, but wanted to highlight documentation. It's
not clear where to find it (in the links section), and the content
is very disjoint, anyways :
