[nos-bbs] mbox fbb 1 error

This looks like an "mbox fbb 1" error, unrelated to the telnet fix. It was
happening before the "bleeding edge" fixes were added.
W1XSC is running 2.0j.7v and has "mbox fbb 1" set
N6MEF is running 2.0j.7v with "bleeding edge" fixes and has "mbox fbb 2" set
W1XSC accepts two proposals from N6MEF with "FS ++", then sends "NO - syntax
error" twice.
The entire sequence is captured twice below.
