It looks like the only solution will be rewriting the NOS code in order to get it from online service in XML/ADIF format, without downloading entire database. 
hamqth.com is providing this service free of charge.

Xastir get's it from the FCC and DOC - we can leverage that.  The more service we can provide locally - the better.
