[nos-bbs] trouble with telnet

Try adding 23 at the end of the telnet string:
ie: telnet nos.ve1abc.ampr.org 23

See if that makes any difference. With the older MSYS and the likes,
this is a requirement for telnet connects. May not work, but can't hurt.
