[nos-bbs] handling old, less-than-perfect bulletin distributions

allusa, usabbs, etc. are placed in the @usa area and redistributed as is..
That means that for instance @allusa remains @allusa.
It is the same for variants of @ww like @allww, etc.
I did catch most of the variants over the years and all my BBSes
(jnos, fbb, bpq) are forwarding all.
