Actually, Kurt, can you clarify one thing about your scenario? In your post
you say:

Which could be taken to mean that your T2-135 is actually decoding the
response and passing it up to JNOS, which is then fumbling it.

Have you enabled tracing on that ax25 interface to verify whether any
buffers representing response packets have been handed up to JNOS by the
T2-135? I suspect you'll find they're not, but it would be good to have
that clarification.
