[nos-bbs] Loc Messages

ever since I got my gateway back in service. I been having problems with the system locking messages
because they get locked. the person(s) that suppose to get it  never see it.

how can I stop the system from locking messages. I have looked at the rewrite file and all seems ok
in there. trying playing with smtp gateway using call sign, ip address and none, and that don't have an effect.
hopefully someone can steer me in the right direction
