The last solution I came up with is as follows :
If there is more than one 'To:', then make one of them as a 'To:',
and make the rest as a 'Cc:'. That way everyone gets the message
delivered to them. That was my focus at the time, making sure each
user received the message.
This solution does work (see header of an actual message below) :

BUT of course it does not convey who the *important* people are, although
I did add code to log any 'To:' converted to 'Cc:' in the JNOS log, ie :
21:15:20 - main recipient [VE3ZKB] CC'd instead
21:15:20 - main recipient [VE3ZUA] CC'd instead
21:15:20 - main recipient [VE3ZXP] CC'd instead
21:15:20 - main recipient [VE4KLM] CC'd instead
21:15:20 - main recipient [VE4PKT] CC'd instead
21:15:20 - main recipient [VE4SEA] CC'd instead
21:15:20 - main recipient [VE5MU] CC'd instead
21:15:20 - main recipient [VE6APP] CC'd instead
It requires a bit of redesign and coding to do it properly, and at
the time I did not want to mess with it. It's on my list of todos.
