Silent failure [as in "no error message"] perhaps not announcing lack of
permission goes way back. I wonder if the failure was announced in
/var/log/messages [or syslog for some distros]?

Running as normal user can be done, is being done today by John WB8RCR.
It may not require more that a few ownership changes and a "sudo" setup
to enable user mode operation. The "visudo" command [for Fedora] edits
the configuration file to enable your normal user access to a few
selected commands like ifconfig.
