[nos-bbs] Outpost / JNOS Issue - take two.

Let's try this again WITH the error message...

I am having issue with Outpost Packet Message Manager and JNOS. I am not sure 
which software could be causing this error; JNOS or Outpost. I am sure it is a 
configuration issue.

This happens 8 times each time I try to download bulletins.
