[nos-bbs] JNOS always waits for remote SID?

One twist that hasn't yet been mentioned..    JNOS was primarily a
TCP/IP engine.   The AX25 port gets an incoming packet connection and
it doesn't know if it's a TCP connection or a BBS connection.   At
first, it was necessary to send a CR to let JNOS know that a BBS was
requested.   Then the tweak was added to have a separate address
(-SSID) for the BBS.

This continues to catch some of us old timers...
