[nos-bbs] FBB batch forwarding with compression on JNOS

Just to follow up on this ...

In version 2.0e, when I was playing with the telpac option for winlink
stuff, I inadvertantly put in a typo that always disabled compression
of FBB forwards. That was back in April of 2006.

I actually fixed the problem in September of 2006, but I didn't release
any new code till mid 2007 I guess. I apologize for that, I'm not sure
why I did not release a patch. During that whole time I might have had
only two people (Mark was one of them) report this problem to me, so
perhaps that's why I neglected to put out a patch.

JNOS 2.0f does the proper FBB compressed forwarding like before. I do
regular forwards with my colleague VE4BBS/VE4UA/VE4WWS who runs a FBB
system *down the road* from me, and traces confirm compression is on.
