Here is what I find at the gateways site:

If you don't like to manually ftp this file from minnie, you can email James Fuller n7vr at fuller.net and be put on a mailing list. As `encap.txt' is created, the new version will be emailed to you with the subject line `Update: ENCAP.TXT'.

  Can anyone direct me on getting an up to date encap.txt file?
  I tried to contact n7vmr but for some reason the MX machine returns address rejected
  demonstrated below.....
