[nos-bbs] TELPAC Hack breaks FBB forwarding?

I've kicked a couple forwarding session to a local FBB bbs and try forever
-- never getting past the initial login sequence.   The same kind of kick
to a Telpac gateway works great.   This is with the #define permanent
telpac hack in forward.bbs.

If there's a question about this, I can recompile without the hack and see
if it's the reason.

I know there's a telpac option now in forward.bbs - I was assuming this
was just for telnet forwarding.  Correct?  Or does it also apply to RF?
