Sorry, another thing I should have thought off,

try to issue a 'modprobe tun' as root user first,
then run your JNOS application. That seemed to work
on our 2.4.20 RedHat 7.2 kernel here at work.

In any event, you would like to have it come up automatically
anyways, so I believe the URL hints from before have some notes
on how to do that.
