The 30-meter one is bi-directional, allowing APRS messaging through in both ways.

The 60-meter one is receive-only.  Additionally, I expect mobile users to 
initiate APRS beacons manually on 60M.   In fact, I actually asked one of the 
APRS client developers to add a manual beacon-on-demand button to his program.
