When WIDEn-1 is decremented to WIDEn-0, it should be marked as being used
up.

The UIFLOOD and UITRACE examples, in the 1.9 documentation, show the
expected behavior.

It is possible to get incorrect behavior if "UIFLOODOptions" or
"UIFloodOptions" is not set correctly.
