[aprssig] Turn Key Meteor Test software needed ASAP.

I just invited hig power stations on AMSAT to help.
Most will not know anything about APRS

We need a very simple turn-key progaram that only has these setup
parameters:

Callsign (METEOR-1 to -15)
Segment? 0-15, 15-30, 30-45, 45-60
Rate? (default = 1 minute)
Others?

When activated, the program just spits out the 40 or so packets on the
schedule to the serial port .
It also should have a ^C mode to talk terminal to the TNC for any
adjustments?

Program has to place TNC into converse mode.
