[aprssig] HF APRS igates on fldigi

On HF, and using the decaying algorithm, I'd start at 1m, 2m, 4m, 8m and
then stay at 16 minutes.  The decay algorithm only starts any time the
bveacon is changed (so that new info gets out quiekly and reliably).
Normally the rate decays to 30 minutes on VHF, but on HF with changing
conditios, we used 16 minutes for boats at sea.  But of course, if their
position was changing, then we had them beacon evry 8 minutes.  The 1
minute start-decay was for manyally changed posit/beacons.
