[aprssig] HF APRS igates on JS8

I saw someone attempt to beacon on 60 meters using MFSK-16 at about 14:08 EDT 
(1808 UTC).  The RSID got through, but not the actual data, so no plot on the 
map.

I then discovered that sometime since last night, that FLdigi had reset to the 
default 1500 Hz center frequency, instead of the 1700 I had set.   The RSID is 
so narrow and so robust that it got through   The actual data did not, since 
about half of the 16 MFSK tones were outside my 500 Hz passband.

I have reset FLdigi to 1700 Hz and have now locked it, so this shouldn't happen 
again.

Anyone that's been trying to get in; try again now!
