The http://www.picoaprs.de/index_en.html will digi.  It is only 1W but 
would easily fulfill the "last mile" issue if flown.

Anne and I have been using DJI Phantom 4 quadcopters 
(https://store.dji.com/product/phantom-4-pro-v2?vid=43151 is the new 
version) to fly payloads for her students.  They easily handle small 
payloads such as this.
