So their APRS channel's volume is probably turned down?  Have you sent these stations a message on APRS to get their attention?

I know that sometimes, somehow, my volume gets turned down and that can lead to an unheard call.  I have used the voice alert to make contacts along I-95, though, with a pretty high success.
