[aprssig] SmartBeaconing for Bicycle mobile

Thank you.  I'll try 2mph @ 2 minutes and 10mph @ 1 minute tomorrow and 
see how it works out.  We're not in a very busy APRS environment here, 
so the 1 and 2 minutes shouldn't be a burden.  Especially not coming 
from a 5w HT.
