[aprssig] 2 Meter Band issue on frequency allocation

Please note that this issue originates with a single French aeronautical
company submitting a request for coallocation use of the 144-146 spectrum
for airplane and related vehicles. It's a first step in a long process.
And, it's only France in terms of this request. If you want more
information on these details, the current episode of the ICQ Podcast
discusses it and there's a detailed response by the RSGB in the UK. It got
traction because there were not much of a negative reaction in France.
