Hi Greg. Spot on, and I've made that exact point.  SSB/CW/AM on HF while in motion is impossible due to broadband QRM.
This isn't conjecture, it is supported by personal experience with my Prius.

However, it appears that the APRS list is focused on VHF operation so there's not much traction to be had on that front.
It would be nice if the FCC (along with other regulatory bodies around the world) would revisit the whole "Part 15 exemption for mobile radiators" thing and at least force manufacturers to offer an optional "RF Suppression Option" (even if for an additional fee).
