[aprssig] Who’s got the Ball?

Is it a simple problem like needing bigger antennas or more transmit power on the trackers? Or receiving trackers so they don't blindly transmit?
The aprs.fi map seems to show pretty heavy coverage along the I-95 corridor between Baltimore and Philadelphia, and that's not nearly as lumpy of terrain as further inland. Where are these holes?
