Ok, I downloaded that package, unzipped into /usr/local/src, then 
according to the instructions installed (1) python-usb, (2) 
python-setuptools, and (3) snmpd, then performed easy_install 
snmp-passpersist, following by cd into the package's unzipped directory, 
and ran

python setup.py install (as root of course), and got this:

root at localhost:/usr/local/src/temper-python-master# python setup.py install
Traceback (most recent call last):
   File "setup.py", line 10, in <module>
     long_description=open('README.md', encoding='utf-8').read(),
TypeError: 'encoding' is an invalid keyword argument for this function


Any idea?
