What type of information are you trying to gather?
Can one report be simplified down to:
- One from a set of objects (bike riders, event staff, special equipment)?
- Location number from a list of checkpoints or distance along the route?
- Optional status (staff member on duty or taking a break, flat tire, biker
injured, ...)?

If so, that could be represented by a few digits of information.
APRStt might be ideal for this situation.  Most hams have an HT with a touch
tone pad.
