How about a raspberry PI running Northwest Digital Radios Compass
Linux using a UDRC soundcard modem and a SDR-RTL dongle ($20) for the
receiver.   Mount the whole thing on an antenna, power it with a 20W
panel, and use the built in Wifi to feed the signal back to the local
AP.
