[aprssig] Barebones "Data Radio"

Friendcom built a final batch of 400 or so FC-301/Ds a while back. No 
idea how many are left, but AFAIK they're not going to make any more.

The 302s are nice - better heat dissipation, nicer case.  Haven't had 
much opportunity to really put them to use, though.
