[aprssig] APRS and the solar Eclipse

Lucky, I'll likely be in my local EOC about 45min north of the totality
line in Missouri dealing with that gridlock and lots of lost out of towers.
Missouri is expected to see several cities along within 2 hours either side
of the line have 10x increase in population that week.
