[aprssig] Argent arduino shield

The RS2 is basically an OpenTracker USB in shield form.  It can't 
receive 300 baud, but it will send it.  It can be configured to take GPS 
data over either serial port - the one connected to the shield, or the 
one on the 6-pin wafer connector.
