[aprssig] Sanity Check on My Repeater Object

I thought that t100 was encode 100 hz and T100 was encode/decode 100 hz -
CTCSS.
And that D073 would be DSC/DPL 073 as it is always encode/decode.

I could be wrong. It wouldn't be the first time either!
