[aprssig] It's that time again. (at least consider an EV)

In Maryland, if you have your own parking spot, the owner is supposed to
let you install an electric outlet.
But if you have to park in unassigned parking on the street, then an EV is
not in the cards, uless you can plug it in while parked at work all day.
