[aprssig] APRS SPEC: Wind Speed confusion

If you decide to amend the APRS spec to standardize on a wind speed 
measurement,/please, please/, update the specification and not just put 
the changes on your web pages so people have to wade through stuff that 
includes your thoughts, plans, dreams, and experiments.

While you're at it, update the spec with the rest of the changes that 
have been promulgated since it was written so everything is in one place.
