It means what it says (I recommend you research what the Nagel algorithm is with regards to TCP).  This is not something that a user does but www.aprs-is.net is written for software authors, not software users.  Client software authors (IGates or non-IGates) can remove default delays in the TCP protocol by disabling the Nagel algorithm for bidirectional clients.  It makes no difference what port they connect to but you used UDP and HTTP in your post which are both -unidirectional-  and UDP doesn't even incorporate the Nagel algorithm because it is connectionless UDP, not TCP.
