[aprssig] slightly OT talking about 9k6

The TT4 can't encode 9600 yet. Still decode only.

Audio dongles/boards aren't nearly as difficult and fiddly as you might 
think. If nothing else, it is something to keep in mind when balancing 
the cost of a 9K6 TNC vs and audio board that can do that and more.
