[aprssig] E Coast 9600 baud backbone 15W radios (firmware?).

Friendcom just finished the VHF version of their new FC-302 data radio.  
I've got samples coming soon, and I have a couple of the UHF version.  
Only 5 watts, but they're pretty nice and can be ordered with their 
modems for 1200 to 19200 baud operation (FSK, 4FSK, and GMSK) and we'll 
have a Tracker3 board for it at some point.  Duty cycle is considerably 
improved from the FC-301, with the heavy aluminum case acting as heat 
sink for the PA.
