Maybe, but last I knew Google's TOS don't allow bulk downloading and
offline storage.

This is not a worked solution, but:

You might look at viking, which can not only fetch Openstreetmap Tiles
(which has a tile usage policy about bulk downloading, which is about
server load rather than licensing) but also render openstreetmap data on
the fly from a vector file, which would work offline.
