[aprssig] US Weather forecast via APRS message

Hi David,

I checked the logs and it looks like the
http://forecast.weather.gov/MapClick.php server returned a non JSON page
that my program didn't understand.  This may be because the big storm that
was pounding the east coast at the time.

There is a transparent web cache between me and the NWS, so the 90210 query
was probably resolved via cache.

I just sent a weather query for your location, and it returned a proper
forecast.
