The solution is the same as firenet used, setup a seperate IS for the
satgates without dupe supression and connect that to the aprs-is with
dupe supression at the gate between the 2, that way aprs-is does not
need to change and you can still have the sat info gathering at the
seperate IS and message forwarding to APRS-IS
