[aprssig] METAR was- US Weather forecast via APRS message

I discovered two bugs. This bot has been running for a few years but i  
recently moved it to a new server after a little change that now have  
included brand new bugz.

Bug #1:
If the recipient is a "unknown" radio the metar is not sent. It's  
dividing the messages so that it should be nice on the HT and mobile  
aprs radios.

Bug #2:
It's sending giberish sometimes.

Known issues:
If user i requesting the same ICAO within APRS-IS duplicate supression  
the message is ignored.
Can be solved with i.e mixing the characters in the message. i.e ENBR EnBR etc


I'll fix this tuesday/wednsday.
