At one point they were, which is why the older SSID convention documents
were so emphatic on which SSID to use.

Since the development of symbols, the SSID has little meaning beyond
differentiating multiple stations with the same base callsign. You can
follow the 1.1 SSID convention if you like as an aid to memory on which
SSIDs you've used where, but I know of several of us who simply issue SSIDs
sequentially and have a text file stashed somewhere noting what each SSID
is allocated to. First and foremost, use SSIDs how they best suit your
application.

I'm especially curious regarding the D-STAR stuff.  Since my ID-51A+

Any time I can use an SSID which isn't 0-15 on non-AX.25 networks, I use
something else. I think this breaks messaging with some APRS clients which
only expect 1-15, but it's never impacted me.
