[aprssig] aprx won't digi from TNC2 interface?

I'm trying to use aprx to cross band digi data that's coming in on a TNC2 interface and it just won't repeat the packets. Is this an undocumented feature?

It's definitely not a radio problem as the test environment is entirely serial and localhost socket connections. TNC2 data gets gated, beacons get transmitted to IS and KISS RF, but the TNC2 data won't digi out the KISS interface.
