It sounds like something isn't configured correctly in the D710A digipeater.  I see you're using a D710A for you mobile station, too, which is good because that should make it easier to troubleshoot. Run this test: With your mobile station parked close to the new digipeater, force a position beacon to be sent and confirm that your mobile D710A indicates its position was digipeated.  I don't know how this gets indicated on a D710, but on a D700 it will flash "MY POSITION" and also beep, if the beeping is enabled.  If you turn the volume up on the APRS side of the mobile radio without any type of tone squelch enabled while running this test you should be able to audibly hear the packet getting retransmitted, too, just before "MY POSITION" flashes.  If you don't, then start to dig through the menu items in the D710A digipeater, making sure things like DCD Sense is set for the data band only (not both A and B), and UIDIGI is set to WIDE1-1.  Hopefully someone more familiar with the D710 will chime in with more suggestions of things to check.
