[aprssig] APRS Weather - Rain data - Since midnight

At one point I had the time on the console set to local time and I seem to remember it clearing at midnight local time. I now run the clock on zulu time so I don't know what that did to the rain fall fields. Pour some water in the rain guage and see when it gets cleared back to zero.

I am in the process of writing new software (Linux/Python) for my Davis 
Weather Monitor II since nobody makes any "current" software that works 
well.

I have the data all decoded, but need to work on the rain data.

r - rainfall during the last hour... Easy
p - rainfall during the lstt 24 hours... Easy
P - rainfall since midnight. ?

Since midnight zulu time? (as is displayed on FindU)
- OR
Since midnight local time? (DST?) - or current time?

I don't see it documented.
